Some observers believe that there will be a resurgence of the ‘city-state’ or ‘region-state’ with more power and influence in the modern world. Venice had to learn first how to build a city on the marshes of its lagoon and later became a powerful city state, exercising dominion over much of the Mediterranean. More recently it has to learn how to cope with the flooding of its most beautiful squares and buildings.
